Lessons from Experience
Several lessons emerged or were identified from conducting the training course. These cover quality of design, expectations, consistency of the delivery with the design, teaching and learning methods, tools, techniques, media and materials, and the enabling environment. The learning serves as the basis for further modification, adaptation, and contextualizing the training to match training and objectives of respective group of participants, in this case government officers. 

Key lessons that emerged are as follows

Preparatory process (before course begins)

  • Select and invite relevant government officers to the Course
  • Select and invite relevant experts/resource persons for module presentation
  • Identify and develop the course materials including handouts, reading materials, references and resource links, including video and other e-media

Implementation process (During the course)

  • Ensure the participants and the resource persons are available in time
  • Ensure technical support for presentation and handout distribution/display
  • Ensure that each module provides adequate time for clarifications, questions and answers, and discussion
  • Ensure monitoring, supervision and facilitation of the implementation process by course organizers and coordinator/team

Post-training process (After the course)

  • Maintain communication with participants and their respective agencies on how they are continuing to build on their awareness, and carry the message among fellow professionals, or applying the knowledge in their scope of work
  • Include participants as members in the Knowledge Network on Climate Change – KNoCC
  • Explore opportunities with participants to identify options for mainstreaming climate change concerns within respective agencies and departments;

Follow up

  • Share and modify the course curricula, teaching method and process, tools and techniques, and course assessment and follow up, to match learning needs of participants
  • Develop a training manual/handbook which includes the modules, guide to instructors and course organizers
  • Produce a CD-ROM Kit for training of government officers which will include the handbook, modules, etc.
  • Design a flip chart in Bangla as a teaching/learning tool for Upazila/Union level
  • Organize 2nd Batch training on Climate Change and Bangladesh for Government officers for June 2006

Recommendation

  • Scope within CDMP the need to include/integrate climate related issues and concerns into training, where deemed relevant and necessary (e.g. national, district and union levels); This will include designing and undertaking training needs assessment TNA for NGO/CBO partnership development, the Upazila level government officers, Union level disaster management committees, and the community level through community risk assessment (CRA)
  • Identify government resources, processes and arrangements that can be used for training and capacity building on climate change (e.g. National Training Council NTC, Bangladesh Public Administration Training Centre BPATC, Academy for Planning and Development APD, Bangladesh Academy for Rural Development BARD Comilla, Rural Development Academy RDA Bogra, etc)
  • Scope and identify niche to introduce training sessions/modules or packages within existing training organizations and programmes
  • Promote process/package adopted for government officer training as a model of good practice for other countries (especially developing and less developed countries)
